Promoting professional and technical service project of consulting, monitoring and hazard prevention at environmental accidents

The goals of this project include the establishment of a dedicated environmental accident consulting and monitoring center, the promotion of international interchange in environmental incident prevention, the implementation of upgrading research on joint prevention operations and toxic chemical accident response, the strengthening of domestic environmental incident hazard prevention capabilities, then enhancement of toxic chemical handling hazard assessment and plant safety management, and the establishment of an online training website for environmental incident response personnel and maintenance of toxic chemical accident information. Results included ensuring that at least four persons were on duty at all times at the dedicated environmental incident consulting and monitoring center, provided monitoring and chemical consulting services in 1,890 cases (448 domestic monitoring projects, 1,110 overseas monitoring projects and 332 consultations), and conducted environmental incident response actions at 47 locations; provided environmental incident response system personnel interchange and training at 36 sessions, with 964 participants; implemented and promoted joint prevention organization operations (102 joint prevention organizations have been established, and 4,664 companies have joined), used the "low-hazard ambient pressure storage and handling response joint prevention capability improvement module" to conduct virtual situation testing at 33 sessions, held on-site response capability workshops and sharing conferences, drafted two toxic chemical accident response upgrading proposals, and conducted three consulting conferences. We updated 310 sets of toxic chemical substance response information, produced 4 issues of an online environmental incident bulletin, compiled 5 pipeline transport and powder handling incident assessment guides, conducted 41 operating safety management joint assistance visits, and held an awards event for outstanding toxic chemical handling management, through which 11 companies received awards and were promoted via social media websites. We promoted international interchange in accident prevention; participated in the 12th Meeting of the Persistent Organic Pollutants Review Committee (POPRC-12) under the Stockholm Convention, an International Association of Fire Chiefs (IAFC) conference in the US, a training session at France's Centre of Documentation, Research and Experimentation on Accidental Water Pollution (CEDRE), and a professional training class for 25 people at Japan's Maritime Disaster Prevention Center, during which visits to Japan’s disaster prevention and response units were organized. We posted 6 new topics on the training website, established a "toxic chemical substance handling site audit assistance and tracking management platform" interface and app, added 50 response experience modules and performed new toxic chemical substance handling site data system revisions, completed digital training material page and class encoding principles, recorded 6 online classes, and confirmed toxic chemical accident prevention management system information security and system functions, and completed 330 high priority Microsoft software updates, 25 system maintenance records and 24 data security checks.
